Uprising is just an expansion pack, so you better get RA3 first (and yes, there are a lot of offline skirmish maps). Get RA3. Uprising is just an expansion pack with storyline taking place after RA3 Alled side. RA3 have everything except the pointless challenges and out-of-place units.
