Beacon may sometimes take time to bring new settlers. The amount is of course tied to your Charisma. If you build a huge settlement the settlers can be very slow to be assigned to thier jobs, they will eventually get assigned though it may take a few in-game hours.

Yes you can. First you have to avoid meeting Preston in Concord. You can actually loot the Museum of Freedom and walk right past him. Just don’t initiate dialogue with Preston yet.
How do I move Shaun to another settlement?
If the player character instead completes the Nuclear Family quest, Shaun will be interactable and found within the Advanced Systems Lab. They have the ability to choose where Shaun will live by talking to him. If one subsequently decides to move him to another settlement, it must be done via the workshop interface.
