It’s the most neutral ending possible. Both the NCR which can be seen as the good faction and the evil Legion are gone, and it’s completely up to the Courier and not to Mr. House to decide the consequences this has for the Mojave. I think it’s leaning towards good, but it can also be seen as neutral overall.
