Creating and editing an OER is a rating chain responsibility, and it is part of rating chain accountability. The Rated Soldier is locked out of the OER until the Rater, Intermediate Rater (if needed), and the Senior Rater have completed and signed the report.

What is referred OER?
A referred OER is the officer’s chance to explain the situation. and challenge ratings or comments. After submitting comments, the rater can adjust the evaluation, but cannot rebut the rated officer’s statements. The officer’s comments will be filed alongside the OER when it is filed with Human Resources Command.
What is top block army?
In a 49 percent top-block system, above average performance is defined as a function of those who are deemed above average — an officer’s ‘block’ is not a reflection of their individual performance or productivity. The top-performers are not recognized for their true accomplishments and impact.
